Born on January 17, 1925 in the village of Konstantinovskoye, now the Petrovsky district of the Stavropol Territory. He received secondary education. He worked as a tractor driver in his native village. Since January 1943, in the ranks of the Red Army, he was drafted by the Petrovsky RVC of the Stavropol Territory. Graduated from sniper courses.

By order No. 6 / n of May 11, 1943, he was awarded the medal "For Courage" for the 481st Infantry Regiment.
On August 16, 1943, the sniper of the 1st Infantry Battalion of the 481st Infantry Regiment (320th Infantry Division, Southern Front), Red Army soldier I.I. Bocharov, was presented by the command of the unit for an award for the destruction of 137 enemy soldiers and officers. By Order No. 62/n of September 11, 1943, he was awarded the Order of the Red Banner for the troops of the 5th Shock Army.
On October 6, 1943, the sniper of the 481st Infantry Regiment (320th Infantry Division, 4th Ukrainian Front), Red Army soldier I.I. Bocharov, was presented by the command of the unit for a new award. Order No. 39/n dated November 6, 1943 for the 320th Infantry Division was awarded the Order of the Red Star.
In February 1944, while crossing the Dnieper River near the village of Velikaya Lepetikha (Kherson region), I. I. Bocharov organized a crossing, he was the first with his unit to cross to the right bank and with well-aimed sniper rifle destroyed the calculation of the enemy machine gun. This ensured the successful advancement of the unit forward.
By March 1944, the sniper of the 1st Infantry Battalion of the 481st Infantry Regiment (320th Infantry Division, 28th Army, 3rd Ukrainian Front), Senior Sergeant I. I. Bocharov, having mastered the sniper rifle to perfection, destroyed 248 soldiers and enemy officers and 5 captured. He trained 25 snipers in the regiment, who destroyed 87 fascists.
On March 13, 1944, when crossing the Ingulets River, together with the soldiers of a rifle company, he organized a crossing in the area of the village of Fedorovka (Vysokopolsky district of the Kherson region), he was the first to cross, despite heavy enemy fire. By decree of the Presidium of the Supreme Soviet of the USSR of July 3, 1944, he was awarded the title of Hero of the Soviet Union with the Order of Lenin and the Gold Star medal (No. 3435).
In April 1944, he was seriously wounded and demobilized after recovery, the final result of his combat work is not known. Lived in Moscow, worked at the 1st State Bearing Plant as a senior dispatcher. Graduated from the engineering college. Died November 7, 1988. He was buried in Moscow at the Kuzminsky cemetery. His name is among other Heroes in Kherson Walk of Fame.
